Are you looking at the maven-changelog-plugin in apache maven sandbox?
changelog has been moved from codehaus to apache -> sandbox.
I have to ask bec the stacktrace does not correspond to what's in svn.

Which versions are you looking at?
I'm pretty sure the changelog reports are implementing that method in SVN.
