Hi Rob,
I think you should put the plugin configuration in the <build> section
and execute "mvn javadoc:javadoc".
If it's in the <reporting> section, you should execute "mvn site" instead..

javadoc in each of the subproject targets, but an empty target/
javadoc/apidocs/index.html in the parent.
Please could somebody help.
