I didn't realize you were directly referencing the Apache SVN server.
That would cause a failure in your release if the server was down.

I think grabbing a copy of the SNAPSHOT code would get you further,
that's what worked well for me.  I've been working off of a local
repository, so this step was a necessity for me.  I had to remove
SNAPSHOT from the version tag, as well as falsify a couple of the
pom's in the reposiory to make maven think there was an actual
2.0-beta-4 release.  Then I installed it into my local repository, and
I was off and running.
