IDEA is a product of a company which charges money for the IDE. Thus it by definition does not have as many customers as a free product like Netbeans and Eclipse. So your possible pool of developers who not only use IDEA but -also- use Maven2 -and- have the desire and ability write/support a plugin for IDEA is suddenly very small, a handful of people in the entire world.
There's also the perspective that, as a customer of IDEA, you should -demand- that IntelliJ add this support to their IDE themselves. If your paid-for IDE does not support all of your development requirements, then you might want to look elsewhere.
