I get the following error while trying to build the maven repository
manager. Any ideas where i can get the snapshot?

Try downloading the file manually from the project website.
Then, install it using the command:
mvn install:install-file

-Dversion=2.1-SNAPSHOT -Dpackaging=maven-plugin -Dfile=/path/to/file
