Are you sure maven proxy is running? Can you browse http://10.75.202.141:2016/repository ?
If so, go to the search and type in commons-fileupload so you can see if maven-proxy is actually proxying it. (It shouldn't be if you are getting http 403.) Try again a couple of times. I had some connection failure messages recently for no apparent reason.
