Maven cannot really guess by itself if the tests have to be re-executed or
not. Take for example the Clover plugin. It MUST re-execute the tests
because it executes them on clovered sources and not on the original
sources. If Maven were to execute the tests only once the clover plugin
would report 0% coverage.

Question is: why aren't the clovered sources the only ones getting executed?
I know there are reasons - running modified test may affect the results etc.
but frankly speaking - how often is that really a problem? Would be
nice to have the *option* to run them separately.

At least you agree ...but that does not sound promising. I would have
thought this had been taken into consideration on the core design :-/
