Maven looks for updates "daily" at ibiblio using a reserved repository id "central". Maven is configured to look at this "daily" for updates. Hence, even if you have the plugins/jar file in your Local Repo it looks for new version daily at central and any other repositories you may have setup. How to prevent this ? I hear you asking. There is a <updatePolicy> which must be set to "never" for every repository including "central". This will cause maven to look at ibiblio only if the plugin/jar does not exist in your Local Repo.
