I still get this error. How do I fix this error as this plugin is already in my local repository:

Hmm. Maybe plugins can't be installed manually easily. I guess you need to install it from SVN. Or maybe save the following XML as maven-javadoc-plugin-2.1-SNAPSHOT.pom will be sufficient.
