javax.mail is being distributed by Glassfish https://maven-repository.dev.java.net/nonav/repository/javax.mail/
Also Geronimo has published it under their group http://www.ibiblio.org/maven2/org/apache/geronimo/specs/geronimo-javamail_1.3.1_spec/ Same with javax.jms http://www.ibiblio.org/maven2/org/apache/geronimo/specs/geronimo-jms_1.1_spec/ I don't know anything about jmstools though.
