You can only set something from the commandline if you see an 'expression' attribute here with value ${some.key}. Since this is not available for fork, you're out of luck. You could try to fake it, by configuring the compiler plugin in your project with <fork>${fork}</fork> You can also set a <properties><fork>true</fork></properties> as a default in your pom. Then you can specify -Dfork=true|false from the commandline.
