That's correct, however the internationalization instructions at maven site 
plugin say that any translation should be saved with UTF-8 encoding.

My understanding of
http://java.sun.com/j2se/1.5.0/docs/api/java/util/Properties.html
is that property files have to be encoded in ISO-8859-1
