These can be done with the asf parent POM (though we haven't moved the configuration up there yet, it's already possible).

That's what the RAT plugin is for, I assume?

Probably a bit tedious to rewrite this again when there are already sufficient tools around. However, ISTR the guy that wrote the IDEA copyright plugin might have donated some code to do a maven plugin...
