That is and isn't a bug. It is a bug insomuch that it is not expected behavior - it isn't a bug because you told Maven to create it. Maven (fairly universally) uses the Java convention: when you give an absolute path, it'll use it, otherwise, it's relative.
If you are running windows that means your path must begin with drive letter. If you are using a *nix system, it must begin with root (/)... the example you gave does neither, so the Maven runtime assumes that the directory is local. If you want the repo to be in /lib, you'll need to set file:///lib (three slashes) not file://lib.
