It seems you're missing a dependency in your pom.xml....:
<dependencies>
...
<dependency>
<groupId>commons-validator</groupId>
<artifactId>commons-validator</groupId>
<version>1.3.1</version> <!-- or whatever version you need -->
</dependency>
</dependencies>
