You need to actually fill in the correct values in the <proxy> node.
<active>true</active>
<protocol>http</protocol>
<username>your_username<username>
<password>your_password</password>
<port>8080</port>
<host>the proxy server host name</host>
None of us can help you figure out what those values are. You need to
talk to your Network Administrator to get the help you need to get
this set up.
