The WAR Overlay simply allows you to construct an uber-WAR by merging multiple WARs together in Maven. So you could merge WAR1 plus WAR2 and the files in module WAR3 to create a conglomerate WAR3 with files from all 3 WARs.
When I hear "patch" I think "updating customer code", not "updating WARs in a development environment" which is really where I see the WAR overlay being useful.
