I do not believe there is a way to specify a mirror as such in the POM. However, IIRC you can override an existing repository by defining a repository in your POM with the same id as an existing repository.
We handle this situation a different way. We have our maven installation in our CVS repository, so everyone is sharing the same settings.xml.
