It's not a very lame question. I just saw that the 2.2 version is not yet deployed at the central repository [1], because it is the current development version (2.2-SNAPSHOT). You can try to add the apache snapshot repository [2] to your pluginRepositories section in the pom file. Not the smartest thing to do, because that will upgrade all your plugins to the latest snapshot if you have not versioned them. Other options: download the sourcecode [3] and mvn install it yourself or download the jar file [2] and mvn install:install-file it yourself.

yes, this is probably the case as I have version 2.1 of install plugin. Sorry for probably a bit lame question but how can I force mvn to download newer version? When I deleted version 2.1 from my local repository the same (ie 2.1) version was downloaded again...
