You should treat pom.xml as a project file and hence put it in CVS. This file is essentially an overview of your project.

A quickstart would be a Maven archetype but there is no rule, check out Maven's documentation and the free books available online (google is your friend for now)

checkout it out?Where do I specify the tags?
4.Also how do i make changes to the existing application with these new
modifications?

These last two questions are irrelevant to Maven and have to do with CVS or other versioning system only. We tend to use our IDE (eclipse/netbeans) for CVS/SVN stuff.
