Looks like the links are broken thanks to a recent update of the site. Fortunately, they are easy for you to fix in your browser until the site is updated again (hopefully *very* soon) with proper links.
Let's take the jar plugin as an example: Current link is: http://maven.apache.org/plugins/index.html#maven-jar-plugin/ Correct link is: http://maven.apache.org/plugins/maven-jar-plugin/ Just cut out the "index.html#" and you'll get to the documentation for the jar plugin.
