http://mojo.codehaus.org/dashboard-maven-plugin/usage.html 

you must add this in your pom.xml :

<pluginRepositories>
        <pluginRepository>
                <id>Codehaus Snapshots</id>
                <url>http://snapshots.repository.codehaus.org/</url>
        </pluginRepository>
       </pluginRepositories>

or modify the settings.xml (in ${M2_HOME}\conf

to add the codehaus snapshot repository as :

<profiles>
        <profile>
            <activation>
                <activeByDefault>true</activeByDefault>
            </activation>
            <repositories>
                <repository>
      <id>Codehaus Snapshots</id>
      <url>http://snapshots.repository.codehaus.org/</url>
      <snapshots>
        <enabled>true</enabled>
      </snapshots>
      <releases>
        <enabled>false</enabled>
      </releases>
    </repository>
            </repositories>
        </profile>
    </profiles>
