jaxws-api 2.2-1 is at
http://repo1.maven.org/maven2/javax/xml/ws/jaxws-api/2.1-1/

the plugin is at http://download.java.net/maven/2

The rest of required artifacts are at the java.net maven.1 legacy repo

http://download.java.net/maven/1

So you need 2 maven2 repos and 1 maven repo to get it to work :-)
