This is a late follow-up to this thread, but has anyone solved the issue of why this error comes up:

The plugin 'org.apache.maven.plugins:maven-cargo-plugin' does not exist or no valid version could be found

For what it's worth, I copied Manuel's example of using this plug-in verbatim. This seems to be a common error, but I haven't seen a solution.
