There will be a commercial version, yes.

But the version of Proximity that we started with that is much improved will be released as an open source project. We are doing a public demo this week @ Friday, and a demo we did today went over well so we're close. We'll gather feedback from Maven Day and see where we stand.

If you are interested in snapshot cleanup that works today, you might
try Archiva: http://maven.apache.org/archiva/ :)
