Documentation on profile activation by property

Is there documentation available on the specifics of profile
activation?  I think I read somewhere that
<activation>
        <property>
                <name>stage</name>
                <value>!test</value>
        </property>
</activation>

will activate a profile if the "stage" property does NOT have the
value "test", but I can't remember where.
