Thanks again for your reply.

I split my project up into smaller projects (core, webstart, and web
application).  The core project contains all of the domain, manager, and
service objects.  The webstart project contains only those classes for the
webstart application, and the same for the web application.  It looks like
it is working now thanks to your help.  I still have some ways to go before
my project works though, but at least now it looks like the webstart stuff
is being setup properly.
