As far as mbuni is concerned, text and image are no different. It may be
that the MMSC side (if it is not mbuni) is not quite handling the
base64-encoded content correctly. Or the device does not like the image
type. A quick test is to try and look at the message properties on the
device (nokia series 60 allow this at least) to figure out if the device is
receiving ALL content elements.
 For this case, CVS will not be doing anything differently.
