What is the form part in contrast to the URL part?

A URL I had issues with is, for example:
http://thesuperficial.com//bfm_gallery/2008/06/0610 Kim Kardashian
France/post_image/post_image-0610_kim_kardashian_france_00.jpg

We tried to replace the space characters with %20 but got a 404 error
