Looks like mvn no longer appreciated multiple <plugins> tags and using
<plugins> inside <pluginManagment>; anyway, its fixed and builds locally
now. Putting all the <plugin> tags inside of the
<pluginManagement><plugins></plugins></pluginManagment> fixes the problem.
