Did you use a *clean* Tomcat install without changing any libs?  What
is the source of the WAR file?  Also note the line in your stack trace
that suggest you have the following in the web.xml:

<listener>
<listener-class>org.apache.myfaces.webapp.StartupServletContextListener</lis
tener-class>
</listener>

Is that in the web.xml?
