The problem with tabbed panes is that they themselves already are rendered 
into a form (talking about HTML of course).  Forms in forms aren't valid 
in HTML, so your surrounding <h:form> is raising a problem.

Why tabbed panes are always rendered into a form I don't know.  It does 
not seem necessary to me.  The only functionality they provide in matters 
of interaction are the buttons in the tabs above the panes; they also 
could be implemented as simple links, I think.  At least a version of the 
tabbed panes which don't use forms could be available, but I might be 
missing some point :-}
