Those aren't real web pages. Those are just identifiers. The tld files
are located in jar files. For example in the
myfaces-extensions.jar/META-INF/myfaces_ext.tld. It defines this uri:

<taglib xmlns="http://java.sun.com/JSP/TagLibraryDescriptor";>

    <tlib-version>0.9.0</tlib-version>
    <jsp-version>1.2</jsp-version>
    <short-name>x</short-name>
    <uri>http://myfaces.apache.org/extensions</uri> 
...
