Try using full path of the file to be included..

Something like:

<script   src=""/>
[Srikanth Madarapu] That did the trick. thanks. But I still don't understand why is it working in the struts pages and not in JSF.

This is the expected behaviour. The relative path mapping is different in IE and other browsers like firefox or Netscape.
