Are you trying to use Struts, Tiles & JSF together? There are some issues with that (see archives for earlier discussions.)
To the best of my knowledge, nobody has able to combine all three (I'm sure it could be done but at what cost?) There is a struts-faces integration package but AFAIK that doesn't give you Tiles.
