Managed Beans and converters

It seems that convertors are not used during managed beans initialization. Is this according to the standard? If so, is this an oversight, or by design? If so, what is the rationale for that? It is weird, because it means the semantics of the EL are different in the faces-config.xml and the JSF pages.
