I had similar problem as you.
I have solved it, but it was little bit terrible.
May be my experience hels you, may be not.

My managed bean has someone not trivial constructor.
In this constructor was am error (my error), which caused
an exception during run.

I am using JSF RI 1.1.01

When my bean was loaded, an exception in the conctructor
has occurented. JSF sad only

  "Cant instantiate ManagedBean"

but did not say why (may be a little bug in JSF design ?)

When I make a test script (simple console application), which created my bean,
the exception in conctructor occurented and everything was clear. When I
corrected my bug, everything works fine.
