I got the exact same error yesterday evening. In my case, it only occurs when my internet connection is down (which is all too often I might add, Comcast needs to get their act together!!! ;-). When the internet is reachable, I get no problems and everything (including tiles) works just fine.
Could it be the doctype in the tiles config xml file causing this? <!DOCTYPE tiles-definitions PUBLIC "-//Apache Software Foundation//DTD Tiles Configuration//EN" "http://jakarta.apache.org/struts/dtds/tiles-config.dtd"> I'm no expert on the finer details of what goes into trying to parse/validate an xml file, but if some guru could point out what's actually causing this I'd be interested to hear.
