Just to clarify:

If you include CSS on the server side you get:

1. Better robustness. Browser can never get HTML without CSS. 
2. Bigger page source.  Browser can't cache CSS.

Is this good or bad depends on your  priorities. 

Also, if you want to avoid CSS caching anyway, then including CSS on the 
servers side is a good way to do it.

I absolutely agree, the concept to deliver style information together
with each content is not the best idea.
