panelTabbedPane is not saving tab index or firing tab change event

When I run this in debug mode the public void processTabChange(TabChangeEvent arg0) is not getting called on my tab change listener.  I can see where the listener is registered, but it appears that the tab change event never fires.  I have also noticed in the public Object saveState(FacesContext context) method, _selectedIndex is always null.  Do I have some thing misconfigured or is this a bug?
