Of course. Filters only run when the original request is received. It's
only after JSF processing is well underway that a decision is made what
URL to forward to. Filters don't run on forwards.
FYI, if you are running on a Servlet 2.4 (J2EE 1.4) platform, you have the option to request that filters run on RequestDispatcher forwards and includes as well. The default behavior is still that they do not, for backwards compatibility.
