I have the same problem when using a Sandbox <s:fieldset/> tag. Wouldn't it make sense to add this behaviour to both the fieldset and div tags (as they are meant to group other UI elements anyway)? Another option could be to include a 'rendersChildren=true/false' attribute to the tag definitions, so that the end user can decide whether or not the div/fieldset is responsible for rendering it's children (because that's the issue here, if I'm correct?)
