Good question but wrong group, you should ask probably
in a more portlet specific group for that (if you want to go the
portlet route)
Dont look in MyEclipse, Exadel, WTP or other low cost solutions
for a solution to your problem, those do not have any portlet specific
extension.
But you can implement portlet stuff in those tools, it is just you do
not get any portlet server deployment and portlet specific tools out of
the box.
