Hi,
I had similar problem and to have the plugin installed I had to modify
the pom.xml :
<project>
<modelVersion>4.0.0</modelVersion>
<parent>
<artifactId>mojo-sandbox</artifactId>
<groupId>org.codehaus.mojo</groupId>
<version>1</version>
</parent>
....
and run "mvn install" from the root directory but not from src
