Depends on which tools you use: Creator2 currently only covers the RI and its own components MyFaces itself is covered pretty much by every tool outside of Creator2 Shale currently is only covered by Exadel Ditto for facelets
Seam is currently only covered by the JBoss / Hibernate tools in the CVS version in a working condition. So in a word yes the choice of frameworks will affect the tools support but with neither coice you will end up with no tools, like you would with a custom framework.
