Sure.   sandbox:validateCompareTo is such an example.  In fact, I'd
guess this is probably the most common source of components since most
components are written to accomplish a specific business task.

The company needs to provide a CCLA (Corporate Contributor Licensing
Agreement) for you, and you need to provide an ICLA (Individual
Contributor License Agreement).
