ummm... this almost seems *too* easy, but why not just make the first 
two lines into panelGroups, just like you did the third line?

        <h:panelGroup>
                ...labels...
        </h:panelGroup>
        <h:panelGroup>
                ...
        </h:panelGroup>
        <h:panelGroup>
                <h:commandButton value="Search"
                        actionListener="#{tbrowser.transTypeSelected}"/>
                <h:messages id="transTypeError" styleClass="error"/>
                <f:verbatim><br></f:verbatim>
                <h:outputText binding="#{tbrowser.selItemsOutput}"/>
        </h:panelGroup>
And then you can make the columns="1" ...
