Do you have a h:messages component defined so you'll be notified if there are any conversion errors?? I'm just trying to come up with ideas...

Alright! Latest development: The action method "#{pcwBacker.enableStepThree}"
isn't being called! What that means... no clue. But that's also the point of
failure.
