FacesContext is null in managed bean constructor

I'm trying to access the FacesContext when a session scoped managed bean in being instantiated. Using FacesContext.getCurrentInstance() returns null in this case. Is this the correct behavior, and if so, why? There should be a request at this point, so a valid FacesContext should be available.
