Did you see the link on Using_Portlets that goes to
http://wiki.apache.org/myfaces/External_Resources ?  I just added:
 * add external javascript and css files to current location (same
reference may be rendered multiple times)

The component in question would have use AddResource.addJavaScriptHere
so that it is added within the page instead of within the head.
